Yes, I think this is a good idea.

I hope Xeogred will agree.

And Tech discussion isn't really the same (it's about the same, but web design could also be considered art, etc)

A forum just for programming could clean up the other different forums.

Well if I made a Web Design forum, I'd probably make it more open like a Programming forum or something.

But even still, since it doesn't seem like a lot of people here have that much of an interest in computers really, I just wouldn't think such a forum like this would be that active.
