The flag waved ONCE! and it was when it was lifted from a position parallel to the ground, to being vertical in a second. The quick movement could have jarred the flag out of place. Also, it could have been thrusters from the rocket that were slightly on at the time! And if anyone wants to question anything about the moon landing, question how the thrusters, which if I am correct were using fire and fuel, burned with the lack of oxygen in space.
