Never really experienced the kit myself but I have read threads in the past dealing with FAQ's on SA. Only problem is that you need an account in order to read the thread (10 bucks).

As far as sounds go. I remember a website that has a lot of Custom videogame sounds can be found on tindeck, however due to copyright reasons it's rare, and using them in your game might be touch. Especially dealing with Nintendo. Sega is pretty OK with using their sounds if I recall correctly.

Sorry if this wasn't very useful. I only use the Unreal dev kit so I can't really comment on game maker.

Well Capcom said they are only going to add characters in the game if they know for a fact that can use the franchise.
