Step 1: Fill the 5 gallon bucket.

Step 2: Fill the 3 gallon bucket with the water from the 5 gallon bucket.

Step 3: Dump the water out of the 3 gallon bucket and pour the remaining water from the 5 gallon bucket into the 3 gallon bucket.

---There is now 2 gallons in the 3 gallon bucket---

Step 4: Refill the 5 gallon bucket.

Step 5: Fill the 3 gallon bucket with the water from the 5 gallon bucket.

---The 5 gallon bucket now contains 4 gallons of water---

I just posted that because that's the only sure way to know that you have an exact amount. Otherwise, the best you could do is "eyeball" the one gallon you pour out.
